Energy + Mobility
Our Mission
Advanced infrastructure along transportation corridors offers a powerful solution to pressing energy challenges. By leveraging public land that is already available, we can bypass common hurdles, such as permitting delays and community challenges. This approach provides a shovel-ready national network for essential infrastructure, including high-voltage transmission lines, solar arrays, electric vehicle (EV) charging hubs—reinventing the way we think of big, beautiful roads.
Potential of the Right-of-Way
Right-of-way (ROW), simply put, is the public roadside land that you’ve likely been staring at on road trips your whole life. It’s a general term referring to land, property, or interest acquired for or devoted to transportation infrastructure. Installing clean energy in the ROW also creates numerous benefits for communities and transportation agencies:
Grid Modernization and Resilience: The ROW is an ideal location to build a stronger, more efficient energy grid. It provides space to bury new transmission lines, protecting them from extreme weather and creating a more reliable system for the entire country. This also enables the efficient delivery of clean energy to power vehicles such as heavy-duty electric trucks and other transportation needs.
Economic Opportunity: This initiative provides new revenue streams for transportation agencies through partnerships with energy developers, while also reducing their maintenance and energy costs. It also brings energy security to local communities, particularly in rural areas.
Roadside Restoration: Instead of creating new land disturbances, this approach can be used to restore degraded areas along roadsides. By planting native, perennial, and flowering habitats under and around solar panels, we can support pollinators and enhance the beauty of our roadways.
Our Services
We provide in-house geospatial technology to produce 3D models for ROW suitability analysis. These models are invaluable from planning to project implementation. The Ray’s collective state-based analyses demonstrate the passive capacity and untapped power that the ROW inherently possesses.

Planning + Development
The Ray’s land use planning and transportation consultants leverage in-house geospatial analysis tools to evaluate ROW and commercial landscapes for energy and mobility infrastructure efficiency. Working closely with energy experts, industry partners, and government agencies, our experts are well-versed in the cutting-edge, innovative technology that powers our connections and moves Americans.
At the intersection of overlapping fields, our goal is to deliver the crucial connections and planning required to turn good ideas into great projects. From electric freight and high-capacity charging stations to connected and automated vehicles (CAVs) and solar power generated in the public ROW, we have a clear vision to drive the future of mobility.

Market Analysis
Navigating the evolving landscape of transportation funding is a critical challenge for state Departments of Transportation (DOTs). With a focus on long-term financial health, we help our partners transform underutilized assets into a renewed source of value. Grounded in a deep understanding of transportation policy and market analysis, we specialize in developing stacked, multi-layered solutions that address multiple challenges simultaneously.
By enhancing energy production, we are paving new ground to co-locate electric vehicle (EV) charging stations at rest areas and interstate service plazas, while generating new revenue streams for transportation agencies. Bundled with our Natural Capital Program, we have created the blueprint to realign and upgrade America’s grid while restoring ecological resilience. By installing solar energy systems along highways and in other transportation corridors, we help DOTs turn passive land assets into a cost-saving resource.

Procurement
Navigating the complex landscape of public procurement is a challenging task. Our services include the strategic guidance and expertise needed to successfully implement infrastructure projects that diversify funding sources. We specialize in procurement best practices, helping our partners develop effective and transparent processes. Our approach is grounded in an in-depth understanding of regulatory frameworks informed by peer community research.
Our partners are matched with funding opportunities that meet state and federal regulations, providing support for strategic planning and development. We will guide you on site selection, capital planning, and maintenance costs to ensure the project is feasible and financially sound.
Our team understands the importance of community support and develops engagement strategies that span from early planning to long-term developer requirements.
Get shovel-ready.
By helping agencies design effective requests for proposals (RFPs) and track key success metrics, such as energy generation and emissions avoided, we empower the public sector to secure long-term funding for building big, beautiful roads.
